The Powers have warned the Balkan States that they will not tolerate attempts to subvert the status quo in the Balkan Peninsula, and hope that the States will second the efforts of the Powers in preventing anything calculated to encourage a revolutionary movement in Turkish provinces. The Powers' note has painfully impressed Bulgaria.
