TN a speech delivered at Bath, May 28th, 1895, Lord Lansdowne gave the following account of the working of the Scott Act in Canada during his administration:—'ln Canada, while he had the honour of bs'jig connected with the government of t: ; :tt country, a very strong Temperance Act was in operation. In 1886 no fewer than 64 counties had adopted it, but by the year 1893, 43 of them had abandoned it, whilst in the great province of Ontario, out of 41 counties, 25 had adopted it by the year 1885, and the whole of them had abandoned four years afterwards. In the meantime there had been bitter anin&sities, constant evasion of the law, contraband dealing and the substitution of dangerous intoxicants for more harmless and bulky fluids. The spy and informer had plied their trade, and there -was corruption among the officials and perjury in the law courts, until at last the people rose as one man and emancipated themselves from the tyranny which had been imposed upon them."—{" Times," Hay 30, 1895, and quoted by Lecky in '• Democracy and Liberty," vol. 2, page 130.)
