Lord Rosebery, in a speech at Truro, declared that the-nearness of the elections made it essential not to discuss the coming Liberal programme. No voice must conflict with the united, voice of the Liberal party. Social reforms were demanded, and thei Liberal Government _ would deal with thfem. Lord Rosebery in closing his Cornish campaign at Bodmin, referred to_ Sir H. Campbell-Bannerman's speech at Stirling, adding: "I object to raising the barrier of Home Rule. I say emphatically and explicitly, once for all, that I cannot serve nnder it." ... PARTIES AND IRISH QUESTIONS. Received 10.14 p.m., November 27tli. LONDON, November 27. Lord Rosebery having declared that he would not serve under tbs> Home Rule banner, the " Daily Telegraph" says ..that his attitude renders it- imperative that Mr Balfour .should resign ,in order to compel the. Opposition to define their Irish policy. : :The " Times" says that Mr Asquith, Sir Edward Grey, Mr Haldane, and other' Im-perialist-Liberals, ought to indicate whether they are willing to fight under the banner Lord Rnseberv repudiates. The " Daily Chronicle" says that his Stirling speech did not indicate whether Sir Henry Campbell-Bannerman regards Home Rule as a paramount isSue at the elections or a ptimal duty of the new Government. Ar.y attempt to pass Home Rule in the next Parliament would be a flagrant breach of faith , to the nation. The " Daily News" says that it is relieved by Lord ' Rosebery's announced' divergence, and that his presence in a progressive administration, would - prove s -less strength than weakness.
