Ex-Mayor Grandi said that plans and estimate for an underground system were prepared twenty yea rs ago, and the,inverts which he inaugurated were,intended, when covered, to form, the,sewers; in connection with that-system.. It .appeared .that a great change in ideas about taken place of late years. It used to be thought that large sewers, were required; now they believetMn* small pipes,; therefore the plans he spoke of would now' be quite out of date. In Wellington he had seen a four-inch pipe being put down i to act as the sewer for. a dceely built' street.
