BANK REOPENED. SUBMARINES FOR RUSSIA. LONDON, Sept. 16. The Russo-Chinese Bank has been reopened. A cable message received from London states that Russia has ordered twenty-five 'submarines from an American firm. Japan' has .confirmed Mr. McLeavy Brown as Director of Korean Customs. Received 0.40 a.m., September 19th. LONDON, Sept.-IS. The "Cologne Gazette" considers it fooL; hardy on the.part of Germany to enter into an understanding with Russia at this ?tagb of the conflict.
