THE LEEDS CONGRESS. United Press Association—Per Electric . Telegraph—Copyright. LONDON, September 8. Mr Ben Tillett's resolution at the Leeds Congress in favour of instructing the Parliamentary Committee to send representatives to the International Congress and Conferences in order to bring the workers info closer fraternal touch, was negatived by 246 votes to 83l votes. Mr Walker, of Belfast, deprecated mere sentiment; in these matters, and said they must descend to bedrock facts. Each country must do its best to improve the condition of its workmen. An interchange of delegates was unnecessary. A resolution protesting against any form of conscription was carried unanimously. One speaker described King Edward as England's only statesman showing the way to arbitration and peace. A resolution upholding freetrade was almost unanimously carried, and another in favour of an eight-hours' day w r as adopted.
THE CHICAGO MEAT STRIKE. NEW YORK, September 8. The final vote of the Chicago meat strikers resulted in a majority against resuming work. A thousand workers have resumed work. ■•■'.'•'
