THE KAISER AND HIS FLEET. BERLIN, September 8. The Kaiser, in reviewing the fleet at Hamburg, emphasised the necessity for increasing the navy to that of the Power which desired to prevent development. Count Raventlop, naval critic, considers that Britain must have been in the Kaiser's mind, since no other country was interested in or had power to prevent development.
