Those resisting the inquiry into the commercial relations of the Empire and foreign countriess, and the questions of transit, decried an open mind." Speaking for himself, he objected to shut his eye, and boldly advocated the policy with an open eye. The Council of the National Union Conservative Associations paused a resolution on the subject of the proposed inquiry into the preferential tariff. The resolution states:—"The Council welcomes an inquiry into the existing tariff .relations, and trusts that the outcome will prove the practicability of a still closer union between the colonies apd the Motherland."
