Lord Avebury, t addressing the Empire League, suggested the creation of a Colonial Council to advise the Secretary for Foreign Affairs, and which would ultimately, perhaps, deal with all legislationaffecting the whole Empire. Mr Copeland, Agent-Genernl for New South Wales, referring to Lord Avebury's proposal, sajd that the Motherland must give the colonies time. Australia was anxious to know what she could do about Imperial defence. IMPERIAL POLITICS. Sir H. Cu-mpbell-Bannerman, speaking at Leeds, ridiculed the piteous spectacle of Mr Balfour tearfully apologising to thepublican interest fcr the recent licensing legislation. He condemned the appalling growth in the national expenditure, which, he declared, was 50 per cent, higher than in 1895, though none had been applied to old age pensions.
