CAPE- MALCONTENTS. United Press Association—Per Electric Telegraph—Copyright. Received 9.21 a.m., February 20th. CAPETOWN, February 19. Mr Hofmeyer, and Mr Schreiner, lunched and conferred with Mr Chamberlain. The result is not divulged, but lecently Mr Hofmeyer insisted on.universal compensation, a general amnesty, and Lorti Milner's retirement. The Afrikander Bond organ at Capetown complains that Mr Chamberlain's misrepresentatioas in stating that Dutch journalists and ministers were commending conspiracies, and spreading a propaganda of racial antagonism had done an infinitude of harm. THE AFRIKANDER BOND. Received 1.13 a.m., February 21st. CAPETOWN, February 20. The Afrikander Bond suggests a contribution of £5,000,000 towards the war expenses on condition that an amnesty is granted and a coalition Ministry with reenfranchisement of rebels. Mr Hoffmeyer assured Mr Chamberlain that the Bond was never a disloyal institution.
