THE LATE QUEEN VICTORIA—ANNIVERSARY SERVICES. "The King and Queen, and members of the Ro3'al household attended an impressive service at Progmore on the anniversary of Queen Victoria's death. and many statues of the late Queen at Home and in the colonies were wreathed with laurel. A menieorial service was also held in Whippinghani Church. In the Reichstag Herr Bebel scathingly attacked the "mailed fist" policy, and said that the Kaisers gross insults"to the Social Democrats were certain to provoke I retorts. The Kaiser's recent Essen and Breslan speeches had added hundreds of thousands to the Socialists' ranks. Herr Bebel also attacked the Crown Prince for calling the Socialists '"wretches." A sensation has been caused bv Count Von Ballestrein, President of the Reichstag, resigning, owing to the criticisms of a number of Conservative newspapers of his stiflkg discussion upon the Kaiser's recent speeches dealing with Herr Krnpp. THE PANAMA CANAL TREATY WASHINGTON. Januarv 24. The Panama canal treaty has been referred to the American Senate's Foreign Relations Committee. It provides that America pays 10,000,000 dollars in gold. thereafter an annuity of 250.0C0 dollars; and instead of Mr Hay's offer of ICO.GOO dollars for the lease of a zone sis miles wide bordering od the canaL America is g:ven the right to protect by a military forca such zone if Colombia "is unable to do so. The treaty provides for the lease of the canal for a century, renewable at America's option. Colombia, however, is to have a voice in that matter. The control of the waters from Colon to Panama is vested in America in order to ensure the working of the canaL and America's extra territorial jurisdiction in regard to streams pertaining to the canal is to be unquestioned. The port dues go to America in consideration of the payment of the annuitv.

ARREST OP OFFICIALS. BUCHAREST, January 24. 11. ParUiano, vice-director of the" Public Debt of Ronmaaia, and M. Dimitresco, an official of the same department, have been arrested on charges of dishonesty in connection, with the issue of a 4 per cent. loan.
