President Roosevelt's views on the settlement of Cuba and the tariff have finally triumphed. The Committee of Ways and Means of the House of Representatives is drafting a Bill to grant Cuba relief from the tariff. THE SCHLEY INQUIRY. President Roosevelt has endorsed the verdict of the Schley inquiry to the effect that, apart from the grave mistake of the Brooklyn's loss, Admiral Schley handled his ship well and manfully. CHESS MATCH. LONDON, February 20. A chess match has been arranged between teams of five a, side, -representing the Parliament the Australian Commonwealth and the House of Commons. The match begins en April 16tli. The ■•Australians have 'secured first move. Mr Bonar Law, member for Blackfriars, captains the House of Commons team. He offers a champion cup, to be played for in perpetuity. The " Times " lias undertaken to pay the expense of cabling the moves.
Received 4.57 p.m., February 20tli. THE LIVERPOOL BANK FRAUDS. Burge was found guilty of conspiracy in connection. with the Liverpool Bank frauds, and sentence was deferred pending the trial of the others. AMERICA AND RUSSIA.
Mr Hay, American Secretary of State, lias sent a vigorous Note to Russia and China, insisting on the equal rights and and advantages of all the Powers in China. The Note states that Russian monopoly in Manchuria will inevitably lead to similar demands by other Powers elsewhere, wrecking the policy of the open door.
Received 10.40 p.m., February 20th. THE CLAYTON-BULWER TREATY. OTTAWA, February 20. A strong feeling exists among the members of the Dominion Parliament that Canada's interests have been sacrificed in connection with the abrogation! of the ClaytonBulwer treaty, it being considered that arbitration over the Alaskan difficulty ought to have been made ail equivalent.
