M. Santos-Dumont ascended from Pure Prostatique in his navigable balloon, and easily rounded the Eiffel Tower at a height of 250 metres and regained the point of departure in 1755 seconds, while in a second attempt he covered the distance in 1840 seconds. On the return journey he encountered a strong wind. The Aero Club Committee decided that Dumont had won the Deutsch piize by 44 seconds. M. Deutsch personally considered that Dumont had won. Crowds who witnessed the ascent showered flowers on M. Dumont. WAR OFFICE REFORMS. Besides the War Office Council a permanent executive committee has been formed, co-ordinate in business, to ensure combined action in the departments. AFGHANISTAN. The "Times" Simla correspondent says that the Kabul envoy reports that the Afghans are delighted with Habibullah.
