April 23. The appointment of mauv anti-foreign provincial officials, simultaneously wjith M. Vovron's announcement of the intended withdrawal in May of 10,000 French troops from China, is much commented on. Christian converts are daily threatened. The Pekin correspondent of the " New York Herald" states that the Ministers have demanded the execution of four mow provincial officials, and the exile and degradation of eighty others.
