Capetown, August 21. | A million cartridges are being conveyed to Port Elizabeth for the Orange Free State. Indignation is expressed at the Cape with the action of Mr Hchreiner m allowing the ammunition to be sent to Port Elizabeth. Mr Kohreiner, m reply, Bald the permit was dated July 14th, and if permission had beer refused the cartridges would have been sent via Delegoa Bay. The fltparaer Koeninj? has arrived at Delngoa Bay with the expected 2000 Crises of arms for the Transvaal. The forces at Buluwayo, commandedby Colonel Baden-Powell, are drilling daily. The newspapers contrast Mr Rchreiner'a conduct with rej^ard to the cart rldgea for the Orange Free State with Sir Gordon Spring's patriotism m regard to similar consignments prior to the war of 1881. Pretoria, August 21. Gpneral Toubert has issued a sixcolumn appeal, urging the Queen not to permit a Hmall weak State, which has repeatedly relinquished its rigntu and striven to livHin peace with the British. to be overthrown owing to the miastatements of unscrupulous persons. Received August 23rd, 0 35 a.m. August 22. . Four thousand Joharraeaburgers held a meeting at the railway station, and disapproved of the continued exodus. President Krugw's reply, ag handed to the British Resident at Pretoria, is not a complete acceptance of the British proposals, but propounds a fresh scheme.
