TEACHERS' EFFICIENCY MARKS.
The following memorandum with reference to the method m which efficiency marks are assigned to teacherß has been submitted to the Otago Education Board by Inspectors Goyen and Fitzgerald :— Under section 19 of the tenches' certificate regulations (copy attached) the Inspector-General of Schools assigns marks— l, 2, 3, 4, 5,— f0r service, and inspectors of schools assign marks— 2, 4, 6, B, lo— for efficiency. Inspectors' marks represent degrees of efficiency ranging from "tolerable" to " excellent." The marks 2 and 4 may be gained by candidates for teachers' certificates on giving evidence of power to maintain attention anil of Capacity to teach a class of moderate size. Six or 8 marks are assigned to teachers who, at examination and inspection visits, give evidence of
efficient management and skilful teaching, either of a large class or a small school. 44 Excellence," for which 10 marks are assigned, implies proved efficiency m every department of a headmaster's work— efficiency m controlling and directing assistant teachers, efficiency m grappling with such difficulties as arise m connection with the general management of a school.
