London, December 10. Mr J. Barrell, ex-American Minister to Siam, is visiting Pekin. He urges Great Britain and America to defend the integrity of China, enforce Government reforms, prevent privilege lease of ports, and insist on the open door for trade, including the Russian, French and German spheres of influence ; otherwise, he says, China is threatened with partition which will prove disastrous to American and British influence and trade.
