The Morning Herald, in reviewing New Zealand legislation, saya that the session of Parliament now closing shows a singular amount of abortive legislation, which in promise seemed destined to revolutionise society. The cable steamer Francois Argo encountered fearful weather while engaged with the Noumea end of the cable. The ship was damaged, and two of the crew were injured. The cable was buoyed, and the vessel ran into Noumea for ehelter. She itarted out again on September 30th.
