In the Legislative Assembly the Premier moved the second reading of the Public Debt and Sinking Fund Bill. He looked upon this question as a national one, and eaid he would willingly retire from office to see the accomplishment of the scheme. The debate was adjourned for a fortnight A Bill waa introduced and read a first time, enabling the City Council to raise a «um of £300,000 on debentures. OBITUARY. Alderman Benjamin Palmer. He was Cor 25 years a Councillor, and twice held the office of Mayor of Sydney. AN OUTSIDE VIEW. The Morning Herald, in reviewing New Zealand legislation, saya that the session of Parliament now closing shows a singular amount of abortive legislation, which in promise seemed destined to revolutionise society. However, such legislation met as ready a check in New Zealand as elsewhere, and the House which derived its tone from the great labour upheaval and bardly correctly represented the sober popular will, found a quiet but efficient corrective in the Legislative Council. The liabour Party had contributed a fresh, vigorous, and useful political growth, but the forces of progress appear to be pretty fairly met by the equally vigorous forces of resistance. Received 7.40 p.m., October Gth. SENTENCED. The German sailor, SteDzel, was sentenced to four yearB 7 penal servitude, for stabbing another. RAINS AND FLOODS. Heavy rains, combined with the melting -of snow <»n the ranges, have caused floeds in the river Murray. Village* and towno on the banks are affected, and many people have been rendered homeless, and are seeking shelter in the public buildings. THE NEW CALEDONIAN CAtJLE. The cable steamer Francois Argo encountered fearful weather while engaged with the Noumea end of the cable. The ship was damaged, and two of the crew were injured. The cable was buoyed, and the vessel ran into Noumea for ehelter. She itarted out again on September 30th.
