London, August 13. la the House of Commons, Mr Balfour, ' asked why the Irish Executive should be ! granted a power which the British Government did not possess. Mr Gladstone said that the question involved Imperial concerns. Mr Courtney moved that the members of the Executive should be allowed to ■peak m both Houses, but not have the ' power to vote. Mr Gladstone regarded the innovation with suspicion, and thought that they had , better leave it to the Irish Parliament. : The proposal was negatived.
