Mr Conybeare'a offence, which brought down on him the censure of the House, consisted of his writing a letter to theDaily Chro/dcle, charging the Speaker with unfairly refusing to put a motion for closure. The Speaker denied the charge, and added that Mr Conybeare was ft frequent offender against decorum, and had narrowly escaped expulsion m 1887T
