Mr Russell's amendment in the Home Rule Bill, abolishing the second Chamber in the Irish Parliament, was defeated by a majority of 59. Mr Gladstone declared that the upper Chamber had added to the dignity and stability of the colonies,, which did not desire its abolition. (Special to Pbtos Abbooiation,) (Received 0.30 p.m., May 11th.) London, May 10. In Committee to-day, in the House of Commons^ Mr Thomas W. Bussell, member for Tyrone, moved an amendment to abolish the provision made in the Home Rale Bill for a second Chamber, and declared that it would only result in useless discussion. Mr Gladstone, in reply, said that the Nationalists approved of the clause, and the experience of tho colonies justißed a second Chamber. Sir Edward Grey, Under-Secretary of the Foreign Office, announced in the Honse of Commons to-day, that the Government of the Argentine Republic hftl declined to extradite Jabez S. Balfour from the country.
