The delivery of the Colonial Treasurer's financial statement was blocked to-night by a discussion whether the Speaker of the House of Assembly had tho right lo remain m the chair as he was m au insolvent condition, having called a meeting of his creditors during the week. Mr Sibbs, leader of the Opposition, demanded that the Speaker should resign, but the Premier said that the opinion oppressed by the Attorney-Ueneral was that the Speaker was qualified to remain m tho chair until his schedule was filed.
