The Council rose at 4.15 p.m. HOUSE OF ,'EEPRESENTATIVES. Several motions to reduce tho item "public schools" were loßt. Eventually tho Minister agreed to a reduction of £500, and progress was roporfed. TIBPUTBD PAIB3. On the motion for adjournment Mr Ward raised a dijeueaion on the question of nairs, which was proceeding when the House was coun'.ed out at 4 a ni. THE BEPOBT ON DOMMTISir. The House met at 2 30 p m. Mr Fulton brought up tbo report of tho Waste Lands Ooiomittce on tho question of dummyisra. The report wits to tho effect that the evidence adduced before tho Committee showed conclusively that tbo Land Aot had m a number of cases been evaded by meanß of false declarations mndo with a viow of dummying, and m their opinion it was the duty of the Government to take stops to enforce tho law. They recommonded that tho Government should take proceedings m any cases whore evidence wan obtnirmblo. Mr Richardson said that tho Government would take every possible step m their power to deal with any cases of dummyism brought to thoir notice. TOG PBTITAOB DUTY. Mr Ballance asked the Acting-Premier why instructions had not been issued to the Collector of Customs to ccaso collecting the primage duty after tho end of August as promised by the Government. Mr Mitcholson said that there were two reasons for this having been done. One was that the Government wished tho KBtimates to be first disposed of m order to ascertain what reductions would be made m thorn ; the second reason wqb a moro serious one — that owing to tho lumontablo labour difficulty now existing m tho colony Ihe Government feared that the revenne would Beriously suffer, and it might bo ncociwary for them to ask the House for authority to collect the primage juty till the 31 et March ; if not, they might have to face a large deficit next year. Boplying to Mr Joyce as to whether tho Government had received any information as to the allegations respecting the fitness of tbo crew on the steamor Tekapo at Lyttelton, bound to Australia, Mr Mitchelson said that he could only ropeat what had been said yesterday by the Minister for Justice, namely, that the Government had instructed the Custom House officials throughout the colony to see that the law was properly administered and that steamers wore sufficiently manned. The item was reduced by £100. Treasury Department — £6415. Mr Ballanoe moved to reduce the voto for the Seoretary to the Treasury £740 by £150, and assistant seoretary and accountant, £500, by £100. Tho motion was agreod to. Friendly Sooieties' Registry 001oe—£ 1415. Carried. Property Tax Department— £696o. Mr Thompson (Marsden) moved to striko oat the salary of the Commissioner, £600. Tho motion was loßt on tho voices. Tho salary of tho Doputr Commissioner, £465, and the chief clerk, £390, wore ouch reduced by £16. Tho total vote was then passed as rcducod. Tho House adjourned at 6.80 p.m. Tho Houso resumed at 7.30 p.m. Logislativo Council— £loso. Carried. House of Bepreientatives— £39B7. Carrierl. Getioral expenses— £B99B

A lengthy disoußsion took place on tho question of the librarianßhip. *tr Seddon moved a reduction of £60 bb an indication by tho Houso that Mr James, who now held the position of librarian, ba librarian till next session. The Speaker said that he should agree to a reduction of £50 from tho librarian's Balary, leaving it to the library committeo to deal with it. The motion was agreed to. Mr Seddon movod that the salary of tho seoond assistant, £150, be reduced by £1, c.c an indication that the appointment of permanent librarian be held over till next session.
