In moving tho appointmoiit of delegates to the Federation Convention tlio Premier, Mr Gillies, reviewed the sleps taken to attain that end. Ho had no fear of any groat conflict of opinion, and believed that Federation would place them on a vantage ground from which tho colonies could speak with one voice. Sir B. O'Lnghlin moved an amendment demanding a definito outline of the proposed basis of Federation, Bince tho HOU3O could not without tbo express authority of the electors entertain nny proposals unleDs they wore limited and of such Federal union as would leave to the Legislatures of each colouy tho solo right of imposing taxation within their own territory. Ho accused the Government of ignoring the House m the appointment of delegates. Mr Slunro intimated that the Opposition had determined not to oppose the m.itter nt present, but to pass tho resolution appointing the delegates and let them go straight to business. The amendment wa3 negatived and the motion carried unanimously.
