The Colonial Treasurer, Mr Burns, delivered his budget speech m the Assembly this evening. The total revenue for the financial year wns £9,049,664, and total charges £8.888,074. Tlie estimates to the end of the year show a credit balance of £320,965. The treasurer estimates the charges on the year 1889 a> £8,876,166, including a sum of £250,000 refund for rents from the squatter and rabbit subsidies. Tlie revenue estimates inclusivo of credit balance from the year 1888, are £9,243 610, leaving an estimated surplus of £367,444. The statement referred to the intention of Government to introduce proposals fur water conservation, irrigation and other great public works to be carried out from funds oat of loan. No fuither taxation will be proposed, and no legislation introduced dealing with the deficit of the years 1885 and 1886, which it is proposed to cover by issuing treasury bill», or short dated debentures. The Treasurer congratulated Parliament -upon the improved prospects of the colony. THE PREMIER'S ACTION UPHELD. Thirteen members of the Legislative Council some time ago signed a memorandum protesting against the appointment of now councillors, and forwarded it to His Excellency the Governor. Lord Carriogtoo sent a protest to Lord Knul«ford, accompanied by a memorandum from the Premier justifying the appointtn«ats on the groand nf expediency, and urging the necessity, of making the appointments to fill the places of tho-e incapaeiUted by old age. Lord KnuUforrl bas now replied approving of the appoiLt tnenU on the grounds urged by Sir Henry Parkes.
