German generals are repovted to be actively engaged m | strengthening forts. I MR CHAMBERLAIN ON THE FISHERIES DISPUTE. Mr Chamberlain m a speech at Bermingham referred to the fisheries dispute, add said that England was bound to support the Canadian claims if fair and reasonable. Although the federation of the Empire was not yet within the scope of practical politics, anything which would tend to draw closer the ties which unite England and her dependencies, and which wonld also gaarantee the peace and civilisation of the world, was to be commended. Alluding to Irish matters he said that Bince there was no agreement m Ireland as to the advisableness of Home Rule the Government ought to deal with the subject by initiating religions equality, local government, economy m the public servic, and adopt the lines of Lord Randolph Churchill's Irish land settlement scheme without pledging British credit.
