The French Press, replying to recent articles m the leading English newspapers on the European situation, deny that Franco is seeking war and intriguing against England. They state that the tendency of the French Government is towards peace, and what armaments are being attended to are merely for defensive and not offensive measures. The newspaper Lc Temjis m an article to-day deplores the rivalry and jealousy of the English Press and urges tho journals m & seritus tone to strive to improve the relations between England and France. THE QUEBEC ELECTIONS. Ottawa, Oct. 16. The victory of the French party m the provincial elections m Quebec will mean the defeat of the Government of that province. [Received 10 p.m., Oot. 18th.] SHIPPING. London, Oct. 17. The Merchant Shipping and Underwriters' Association report the arriTal of the ship Oamaru, from Lyttelton (left July 29th).
