The efforts of General Kaulbars to incite treason m tbe Bulgarian army have failed, and Russian meetings ore everywhere conducted witb a great umount of danger. Bulgaria has been compelled to accept a Russian loan. Russia bas proposed a union between Roumelia and Bulgaria under a King, if Bulgaria Bubmits. The constant jubilation of tba Paris Press vfbicb asserts tbat France now possesses tbe most powerful army m Europe, ib exciting tbe populace. (Rocoived 1.25 a.m., Oct. 12th.) Oct. 11. A plot to provoke a rebellion m tbe cbief centres m Bulgaria on tbe 15th mat as a prelude to Russian occupation on November 9th bas been discovered. Russia is massing ber troops at Odessa and Bessarabia. Higb officers stationed along tbe Austrian and Roumanian frontier declare tbat tbe occupation of Bulgaria by Russia is a certainty. The Czar is m a state of nervous excitement.
