A circular has been addressed by the Regency to the foreign consuls m Bulgaria, threatening the expulsion of foreigners if they continne to meddle m connection with tbe elections now proceeding for the Grand Assembly. The Russian Consul (M. Nedklindoff) has returned tbe circular and suspended relations with tbe Regents. He awaits orders from General Kaulbars as to the further course to be pursued. The efforts of General Kaulbars to incite treason m tbe Bulgarian army have failed, and Russian meetings ore everywhere conducted witb a great umount of danger.
