WAIMATE COUNTY COUNCIL.
Ths monthly meeting on the 211 th ullo., wns adjourned to the Sth inst., m respect, to the memory of Mr M. Studholme, one of the members of tho Council for the Wnihno Riding, who died on the 2"th inst. The ndjourned meeting wns held on tho sth inst. Present — Messrs Manchester (chairman), Elworthy, Moody, Hayes, Hurdie, McLaren, Murphy nnd Douglas. The minutes of last meeting were confirmed. It was moved by Mr Hayes, seconded by Mr Elworthy — " That a letter of condolence be sent to Mrs Studholme, expressing the deep sympathy of this Council with her iii her sad bereavement through tho death of ono whom this Council held m the highest possible esteem, and one whose dep irture from our midst is most sincerely regretted." The motion wns unanimously carried, each member speaking to the resolution m terms of regret nnd respect for the deceased gentleman so long identified with the working of the Wnimntc County Council, nnd of tho preceding Waimnte Roud Board. Mr Haves said : Mr Chairman, ns mover of the motion, I would like to Bay n few words bearing upon the departure from our midst of one whom we so highly esteemed ; my acquaintance with the denea-ed gentlemen extended over a period of about fifteen years. During that fifteen years, nnd within the ln.it two years, I have had large business transactions with the deceased ; and it wns m theso transactions I discovered tho sterling value nnd honour m tho words and actions of ono whose noble traits of character will never be erased from my memory while I live. No bond or agreement was required to shield or suppor' V«jiromiee3or word. When once passed from hid lips, that word was eapabla of standing alone. No matter what change of circumstances, eithbr mingled with prosperity or ndversify, tempted it to swerve. Frequentlyhnve I sought advice from tho deceased on matters cf importance concerning my own welfare, nnd never hnve I found any ono more willing, more capable m imparting sound ndvieo than he whom we laid m his grave on Thursday last. But, sir, it is not alone m individual matters Mr Studholme will be missed. Nono more heartily joined, led nnd supported our many social gatherings than he who acted as our guide nnd lender. It wns therefore with the deepest feelings of regret thnt I henrd of tho death of one whom to like was but to know, and it is, therefore, sir, that I freely join with my fellow-councillors m conveying this litter of condolence and sympathy to that kindhenrted and devoted 1-idy who is left to mourn the loss of one who was a noble husband, father and friend, for never m human frame beat a more kind nnd honourable heart than that which throbbed m the bosom of our Lite and esteemed brother-councillor, Michael Studholme. Mr Elworthy said, us seconder of the motion : I fully endorse every word which has fallen from Mr Hayes. I have beor. acquainted with the deceased gentleman for n number of years, aud I must say a moro honourable, upright, and straightforward gentleman I have never met. I thereforo join m tho duty which falls upon us to-day, namely, m sending a letter of condolence to that lady and family whose sad lot it is to pnrt with one so highly esteemed. Mr Moody said his nequaiufcnnco with Mr Studholme did not exiend over the same period as the two previous speakers, but ho had known the deceased gentleman for a

I have been many < years nequninted with, tho decpnsed gentleman, and I can fully endorse nil which has been said respecting his truly noble nnd manly i actions through life. Mr Murphy 5 lid : I must concur with what ■ his 1 ceil s til respecting Mr Studholme. None were more highly respected by this i council, nnd none more deserving of that | respect. Tlowley, of Timaru, lessor 1 of sections 29J85, Gund 7nt Waitaki, stating . that the lessee, Mr .lohn MeCabe, compl-mis 1 that some person h;is elos.d the main road < leading from th.-re to Waitaki. Mr Arthur Montgomery, of Hook, wrote complaining of fljod water on the roidby his section 15-109, causing loss nnd damage to his property. He a-ked the. council to have j the drnimige of the rpai made effectual. ', The Council dciliind to interfere. MrStowell, of St. Andrews, wrote drawing < attention to the necessity for deepening the | ditch on the Main Soinh rond north of Otnio | bridge. The water, blocked by the road from | its natural course, overflows his land and the | road nt the railway crossing. Iho overseer was ordered to examine and , report. _ . Letter from Mr. Alex. Mr J.illie's application was not entertained. , From Mr Tcscheniaiior, of Oiaio, asking to j have tho .-t. Andrews pound repaire.', ns the , tics m tho domain, by tho pound, are being , destroyed by sheep end cattle. ; Resolved— "Thnt an advertisement bo inserted m the TuiAitr Herald for a poundkeeper for St. Andrews pound, tho poundkeeper to bo entitled to all foes under the Impounding Act." From Mr T. Jcfcoate, Prospect Farm, Pareora, explaining the reason of iho delay m the progress uf his contract work nt Pareora, tho lato wet weather having completely stopped work fur a considerable time. From Mr McGover'm, of Hook, asking diversion of the road leading through section 16 0(3. lie will give land lor a road along the south-east boundary of that section m exchange for the road now passing through the centre of the sauio section. If granted, applicant will put m a culvert and make a chain alon^ one fide, of the new lino under the direction of tho council's ovcrscor. Application grant-d, iho overseer to take steps to effect tho deviation :is applied for. Mr Cain applied for a subsidy of £35 for the Upper Forry, Waitaki. From While and Co , of Timaru, m reply to question, " Whether by special order tho Council cun divide one riding into two ridings where such riding is represented by two , Councillors, nnd when tho county is not divided into road districts?" They expressed the opinion that such power is given by Counties Act, 188 G. A petition signed by Air E. Crow nnd 7 other ratepayers of Waihao was received, asking to withdraw their names from the request , lately made to tho Council re tho irrigation , works at Lower Waihao, U3 thny fear Iho cost, would be too heavy and the responsibility too great. Telegram from the Minister for Public Works:— "Einployn ent may bo given to married men on relief works j your contribution nut to exceed £250. Wages, 4,3 a day, but please let mo know nt once the nature nnd situation of tho works you propose to undertake, ns they will have" to be approved, nnd District Engineer informed accordingly before he can certify." Proposed by Mr Murphy nnd seconded by Mr Moody — " That tenders be cnlled for a preliminary survey of tho Lower Waihao for irrigation purposes, and that an estimate of cost of said irrigation bo fleut to this council, expense of survey to bo charged to scheme if carried out, if not, to bo charged to the expenditure of tho riding." An amendment by Mr Hayes and Mr Hordia— "That consideration of tho Waihao
[ rrigation be postponed until after tho return of a member to fill tho vacancy caused by ! death of ono of tho members for Wnihno j Hiding," was carried, and Mr Murphy's j motion lost. The Clerk wn? instructed to take the necessary steps to fill tho vacancy caused by the death of the. lute member, Mr Studholme. Mr Hardio was appointed to sign the council's cheques instead of the lato Mr Sliiflholmo. The report of tho committee appointed to enquire into tho state of the upper ferry, Wiiitnki, was read, nnd recommended the erectio'i of n bridge nt what is considered n very favourable position near whoro tho punt is now worked. Resolved — "That the report cf the committee that, visited the upper Waitnki l'"orry bo adopted ; copy sent to Wnitaki County Council, and the Government nsked to contributo to this necessary work, especially as it will open up a larg'> a-ea of good;agricultural land belonging to tho Crown for settlement, cost of work understood to bo £2000, of which it is proposed that two-thirds bo contributed by Government, one-sixth each by Waimate nnd Wnitnki County Council?, the proportion borne by Wnimnto County to bo charged to HaVatoiamcn rifling." " That with the view of affording nccess ncross the Wiiitnki river nt Upper Ferry during the coming sheep shearing, this council signify to Waitaki County Council its readiness to contribute its ehiro or half of tho amount (Gl2) demanded by Mr Cain for reinoviui: the existing shingle bank, but upon the distinct understanding that Mr Cain will continue to run the punt during the Counties' pleasure and nt i repent pcnlo." Resolved— "That t lie report of the committee appointed to investigate the claims of Mr A. McLean for compensation re contract m Serpentine Valley bo adopted, nnd that n copy of the report be forwarded to Mr McLean." " That Mr Carlwright's application bo granted, nnd lenders bo called for next meeting j nnd thnt the overseer be instructed to attend to Mr Turnbull's npplication, nnd repair the road referred to." " 'Hint tenders bo called for shingling, as applied for by Mr Morton, Waihao, ond that repairs to Lower Waitnli road, including bridge, be attended to." "That tho clerk writo chief surveyor, pointing out the nccis-ity of laying off n road from tho N.E. corner of R..*. 28262 loading through the end of rcservo 1815 to road along railway line." A motion to the effect that m future tho rate for day labour be tU n day wns lost. Resolved—" That the list uf works drawn up by the overseer m connection with the telegram from Government re unomployod be forwarded to tho Minister for PublicWorks m order lo got the approval of Government for the ncccjsarj" prosecution of the work?." Tho overseer was instructed to put m n 2ft culvert on tho Msin South Road nt Wnihno. The tender of Mr J. Hntt nt £101 for the purchase of the engine wns accepted. Tenders were opened nnd considered : — Mr M. Foley's tender, £31 :"s 10:1, for contract No. 25 ;' Mr J. Frost's £55 10s Bd, contract No 2(5 ; nnd Mr D. Tnvendalo's, section 5, £iSfi 2s sd, were accepted. A committee consisting of Messrs Hnyes, Manchester nnd ITiirdie were nppoinled to inspect Wuimnte Creek where it crofsed the main south road, and to tike necessary steps to protect, bridge from injury caused by diversion of stream. A vote of thanks was given to Messrs Hnyfs and Manchester for the able and indefatigable manner m which tln-y represented this Council nt Timaru m connection with the hospit'il matter. A notice of motion for next meeting was tabled by MrElworthv that tho petition of tho ratepayers of Parcorn for division of thnt riding into twu rulings bo considered.
