Liza, President of the Council of Ministers, has announced that Hungary cannot permit any foreign occupation ot or protectorate orer Bulgaria. CRcocived 2 a.m., Oot. 2nd.) Oct. 1. M. Tizra, President of the Council of Ministers, ha 3 further announced that Austria desires that the nations of the Balkan Peninsula which possess selfgovernments, shall adhere strictly to the treaty of Berlin. Tisga's speech is both, a warning attdl a challenge to Russia. A sharp fall has taken plaet- on the, stock exchange. The Times urges that Poland's policy plainly is to extend a cordial moral support to Austria on the eastern question.
