Intelligence to hand from Labrador says intensely cold weather has been lately experienced there and that 3000 Indians and Esquimaux have perished from hunger and cold. An immense snow block has occurred m. the thickly populated part of the Peninsula, and 10,000 Indians are, it is feared, cut off from assistance and must also perish. COLONIAL MAILS. London, July 28. The mails from Australia and New Zealand, per Alameda, from Auckland, June 22nd, were delivered to-day. FOREIGN SECRETARYSHIP. It is understood that the position of Foreign Secretary to tbe new Ministry has been offered to bnt declined by Lord Lyons, the present British Ambassador m Paris. [Received 8.15 p.m., July 29th.] THE CONSERVATIVE MINISTRY. It is definitely stated that the Marquis of Londonderry will be appointed Lord Lieutenant of Ireland ; Sir Michael Hicks Beach, Chief Secretary for Ireland ; Lord Randolph Churchill, Chancellor of the Exchequer ; the Eavl of Iddesleigh, Secretary for Foreign Affairs. THE LIBERALS. A meeting of the leaders of the Liberal party was held to-day, at which it was resolved not to take any action upon the assembling of Parliament, but to await the delivery of the Queen's Speech before deciding upon the course to be pursued m Opposition. It is understood that the meeting agreed to assist the Government m the passage of Supply. [Reoeived 10 p.m., Jnly 29th. j MONETARY AND COMMERCIAL. Consols are 10s lower, viz., 101§. New Zealand securities — 5 per cent 10-40 loan, 103£ ; 4h per cent 1879---1904 loan, lOli; 4 per cent inscribed stock, 98. The bank rate is 2\ per cent, and the market rate 1^ per cent. Breadstuffs — Adelaide wheat, ex store, per496lbs, 34s 6d ; New Zealand wheat do, 28s to 32s 6d, according to grade. Adelaide flour, ex store, per 2801bs, is at 245. Tallow — Australian fair average quality beef 25s per cwt, mutton 27s per cwt. (Special to the Press Association. ) (Received 2.25 p.m., July 29th.) PERMANENT COLONIAL EXHIBITION. London, July 28. The Prince of Wales is prepared to accept the executive presidency of the Permanent Colonial Exhibition if a present guarantee of renewal and of a yearly grant is made for maintenance by the colonies. A NEW STEAMER. The P. and O. Company are having another steamer built at Belfast similar to the one that is to be built at Greenock. MR GLADSTONE. Truth states that Mr Gladstone will go on a yachting cruise round the Irish and Scottish coast. CONGREGATIONAL UNION. Mr Alexander McKenns has been elected chairman of the Congregational Union for the ensuing year. FAMINE IN LABRADOR. Further intelligence from Labrador shows that a pitiful state of things is existing there. Up to tbe present 3500 deaths have occurred from starvation, and fully 15,000 liveß are m peril from the same cause. The Indians are eating the bodies of the dead, and to add to the horrors of tbe situation a large number of bears which bave become ravenous {or want of food are making raids on tbe settlement and devouring human beings. A THEATRE BURNT.— A HUNDRED LIVES LOST. News is to band from Tinneville, a town m the Presidency of Madras, that during a performance the theatre took fire and was completely destroyed, and a hundred of those present were killed m the panic that ensued. NO COALITION. Lord Hartington and Mr Trevelyan have distinctly declined overtures made for a coalition. (Reoeived 10.30 p.m., Jnly 29tb.) TRAGEDY. July 29. A shocking tragedy is reported from Penzance, Cornwall. A man named James Hawke, who recently returned from Australia, mortally wounded his sister, brother-in-law, and a neighbour by shooting them. He then committed suicide. THE PANAMA CANAL. Baron de Lesscpa' reportß on tbe Panama Canal show a balance of two hundred and forty-one million francs. He pledges himself to open the canal m 1889.
