TREATY BETWEEN RUSSIA AND THE COREA.
♦ Last year it was reported that a treaty had been entered into between Russia and Uorea, and m calling attention to this matter the North China Eerald made the following remarks, which possesses a quickened interest In vlow or Hie intelligence contained m the abovo telegram :— " It is evidently the aim of Russia to obtain a footing m Corea, and an influence m Corean affairs to balance the recent acquisition of Port Hamilton by Great Britain, which has excited the jealousy of the Cabinet of St Petersburg. What is said to have been done iB to hand over Corea bound hand aud foot to Russia. It is believed that tho Corean gendarmerie aro to be drilled by a Russian officer or officers. Post roads will no doubt be made m Corea between certain points of great importance to the Russians. We may also expect to hear that Corean Coneulato is to be established at Vladivoßtock. The first of these possiblo provisions opens the door to the introduction of Russian influence of all kinds among tho Coreans — a poor, ignorant, and weak peoplo. Foreign military instructors can acquire littlo or no influence m such independent countries as China and Japan, but the case is very likely to be different among such a backward people ,as the Coreans. The designs which Russia is known to cherish for the acquisition of Port Lazareff Bhould have prevented a prudent Corean negotiator from handing over the instruction of his soldiery to military officers of tho nation which threatens the very life of his country, The establishment of a Consulate at Vladivostok, near where there aro thousands of Coreans is to be regarded as a eet-off , an apparent concession made to the native Government of those immigrants, but will not be allowed to interfere with the Russian control of them.
