[By Telegkaph.] LEGISLATIVE COUNCIL. Wellington, July 16. Dr Menzies presented several petitions from the women of Dunedin against the Contagious Diseases Act. Mr Reynolds moved the second reading of the Civil Service Reform Bill. He spoke at length and explained the proposed measure. Dr Pollen strongly opposed the bill, and counselled Mr Reynolds to consign it to the waste paper basket. Mr Mantell moved that the bill be read a Beoond time this day six months. " Sir Frederick Whitaker moved the adjournment of the debate to Tuesday. The motion was agreed to. | The Hakaterames Race ourse Bill was I committed, and reported with amendments. The Wellington Harbor Board Leasing Bill was read a third time and passed. The amendments which the Houbo had made m the Defence Bill were agreed to. The Local Bodies Loans Bill was read a third time anrl passed. The Council adjourned till Tuesday next.
