MR SAMUEL AT NEW PLYMOUTH.

Nbw Plymouth, April 22. Mr Samuel, M.H.R., addressed a largo meeting last night. He declared that he was a consistent supporter of the Government last session, although lie had voted against many of their measures He was m favor of modified protection. Ho considered the same principle of local taxation as applied to hospitals and charitable aid, should extend to tho education system. Ho thought the expenditure on defence an unnecessary extravagance. Ho would vote for the construction of the East and West Coast Bailway if it was proved to his satisfaction to be a really necessary work. He then referred to local subjects, and an unanimous vote of confidence m him was passed.
