FOREIGN COLONIAL POSSESSIONS.

• |: Some details of tho agreement which was arrived at by France and Germany -with regard to portion of their newly-acquired colonial possessions are given m the following telegram from Berlin :— " The agreement between France and Germany regarding their respective possessions on the west coast of < Africa and m the South Seaa has been cub- j mitted to tho Reichstag. The agreemont contains an amicable understanding with respect J to the rival claims of the two Powers to the territory lying on Biafra Bay ; Germany surrendering her assumed sovereignty niid protectorate over all that part of the country lying south of the River Campo, and France abandoning all claim to any territory nortli ' of that river. France recognises the German protectorate over the Togo territory, Porto Seguro, and Little Popo, on the Guinea cojsl, the frontiera of which are to be fixed by a i committee, the starting place to be at a point i on the coast between Little Popo and Agoona. Germany renounces all claim to the terrii torry on the coast of Senegambia between 1 Bio Numes and Mallacerew, especially

Koba and Kabitai, and agrees to refrain from I interposing any obstacles m tl\e way of the French occupation of the New Hebrides, France agreeing to put the Hamburg firm of Colin upon tho same footing as the French firms m Kobaand Kabitai concerning freedom of trade, the acquisition of land, and the payment of tases and customs.
