[ The.British Consul at Apia has officially informed Mr Liiyard, the English representative at Noumea, that Germany has ■ seized Samoa. (Eeoeived 2.30 a.m., Jan. 15th.) Constantinople, Jan. 14. ■ The collective note framed by tho Great Powers has been presented to Greece, Servia aud Bulgaria, calling i upon them to demobilise their armies. i Considerable excitemeut prevails amnng tho Greeks, and it is feared they may refuse t.o cany out the ■ demands of the Powers. The Porte is arranging for the settlement of the Rou- ; nieliatf difficulty, the baßiß being the appointment for five years of a Governor of Roumelia. (Special to the Press Association.)
