Lord George Hamilton, Firet Lord of the Admiralty, m an election address stated that the first plank of the Ministry's policy will be to improve exiatirg institutions, and the second to cultivate closer relations with the colonies. Mr Chamberlain has hauled down the flag regarding his proposals, and has now minimised the conditions upon which he will enter a Liberal Cabinet. He has given way on the question of laborers' allotments m order to conciliate Mr Gladstone and Mr Lofeyre. Lord R. Churchill is m Dublin endeavoring to influence the Land Leaguers to discontinue boycotting. Mr Davitt is resisting Archbishop Walsh, of Dublin, who is endeavoring to control the convention of Nationalists. (Received 10.10 p.m., Oct. sth.) London, Oct. 5. The French elections are now proceediii!», and everything is being conducted quietly. At present the Opportunists (j) party have a majority. It is expected that M. Jules Ferry, the exj Premier, will be again elected.
