SOUTH CANTERBURY BOARD OF EDUCATION.

The ordinary monthly meeting of the Bouth 1 Canterbury Board of Education was hold ■ yesterday at tho Board Boom, Government Buildings. MEMBERS PBEBKNT. Mr S. W. Goldsmith (Chairman), the Bey. Geo. Barclay, and Messrs John Talbot, Mcl- ■ villo Gray, R. A. Barker, and G. G. Bussell. CnAIBMAK'S STATEMENT. ■ The Chairman eaid since last meetiug no ; appointments had been made or resignations received. Tho work of the office had gone on woll during the month. GOVERNMENT COBBESrONDBNCB. The Education Department forwarded 60 copies of a drawing book which the Minister for Education had authorised should be used by children m Standards I. and 11., and requested the Board to distribute them among tho teachers. In answer to Mr Talbot, the Chairman said Government wore not, he thought, going to supply theso books to the Board ; they only forwarded these copies to let the Board see what kind of book tho Minister desired should be used. The Inspector-General wrote acknowledge ■ ing tho Board's letters re misßtatements, as discussed at last meeting, and the Depart- ■ ment forwarded copies of the Education Act 1877 Amendment Act 1885. From the Amendment Act it appeared the ! annual election of Committees takes place m 1 April, not January, as heretofore ; that the 1 cumulative vote is not done away with ; that should a Committee choose to resign, the Board i 9 m the position to accept its resignai tion, and take steps to have a new Committee elected, i Some discussion ensued regarding the audit of the Committee's accounts, and tho ■ time they were to be forwarded to the Board. : Members said so far as they read the Act, it • would soem the accounts must be sent m m .January, as heretofore, but they agreed that the Committees by letting the accounts run to March, might then make up the usual statement, hand it to the Board, and afterwards present it to tho householders' meetiug m April, and that should they do this it would be far the better plan. The Architect reported that the buildings at Upper Waitohi Flat were completed and the Committee had taken them over, and 1 that tho buildings at Silverstream would bo finished m about a fortnight. He enclosed tenders for tho erection of blinds at the Timaru School, and added that the fence around this school was found to be m a worse condition than waa thought, and there--1 fore, he had had an additional Bum of £5 expended on it. The tenders for blinds were— Mr W. Napier, £10 ; Mr W. Hall Jones, £8 6b. Mr Jones' ■ tender was accepted, on tho motion of Mr Barcluy. inspector's bepobts. The Inspector's reports on the annual classification of the Seaview, Washdyke, Wai--1 iti, Claremont, Kingsdown, Pleasant Point, Sutherlands, Albury, Foirlio Creek, Silverstream and Burkes Pass Schooh were read. He hod not yet had lime to visit the Rangitata re a. new school, but hoped to do so before next meeting. He desired the Board to appoint a Committeo to arrange for and conduct the scholarship examination. ; DEPUTATION. Messrs James Bruce (Chairman) and John ' Jackson (member) of the Timaru School Committee waited on tho Board and requested.that a house should be put on the grounds at tho Side School. Both gentleman Btated at length that the school buildings 1 were simply getting demolished piece-meal by some person or persons, and that coals supplied to tho school disappeared so quickly that it was concluded they were stolen. Mr Bruce proposed that the Board should erect a house and allow ono of tho teachers to live m it, and bo save lodging money. After the deputation had withdrawn the Board considered the matter and resolved, on the motion of Mr Talbot — " That the Board, whilst, admitting the advantage that would result from the erection of a master's rosi--1 dence at the Timaru Side School, regret that thoir finances do not warrant tho matter being entertained at present." REPORT ON SALARIES, ETC. The Committeo appointed to report on the Board's staff and tho salaries paid them handed m tho rosult of their labors, and Mr 1 Barclay (Chairman of tho Committeo) quoted from the report and gave illustrations at ' length showing how the new eealo was expected to work out. On tho motion of Mr Talbot it was resolved 1 to adopt tho Committee's recommendations, 1 and that tho office tako tho necessary stops to ' have tho report printed and distributed among the teachers, and bring tho new scale 1 into operation on tho first day of January, ' 1886. 1 CORIIEBrONDBNOB. 1 Letters received were read as follows : — From tho Board of Education, Wellington, 1 m reference to pupil teachers' examinations. ■ — Tho letter was referred to Dr Anderson, ' tho Board's Inspector, and tho Boy. Geo. Barclay, to report on by next meeting. From tho Convalescent Homo, Christchurch, asking for assistance m a movement they proposed, making to increase their funds. — Letter laid on tho table ; members thought ' the batter plan would hare been to addrojs circulars to private individuals, not to public ' bodies. ' From the Silvorstroam School Committee, 1 stating that under the Special Powers and ' Contracts Act, roservo No. 1691 had been 1 handed over as a school site. — The Board had already arrangod this matter. 1 From tho Chairman of tho newly-appointed ■ Rangitira Committeo, forwarding the names 1 of Committee, particulars of tho householders' meeting, and adding that Ihe Committee had left him to arrange all matters m connection with tho same. Mr Talbot, speaking of building a schoolhouso m the new district, said it would be better to orect ono now so that it would be available at tho beginning of tho school . year. Mr Barclay thought it would bo rather premature to go into the matter at this meeting. Ho quite agreed that the residents of Rangitira deserved great credit for tho handsome way m which they hod helped the Board m offering a froo site, &c, but he thought as tho Board's building grant this yoar would be only about £2000, a Committeo should bo appointed to report to the Board what buildings should be put up. Mr Russell 1 agrcod with Mr Barclay. After eomo discussion, Mr Barclay moved, i Mr Talbnt seconded, and it was carried — i " That tho Chairman, tho Boy. Geo. Barclay, 1 and Mr Talbot bo appointed a Committeo to i bring up by next meeting a report bearing on I school buildings for 1886, showing tho Board's resources, and making recomtaendationi, 40."

From the Orari Bridge Committee, asking for asuniof £13 Us 6d to be expended m fencing, buying and fixing a new pump, and procuring a small table for the sewing mistress. — It was resolved to allow the Committee to procure the pump and table ; the other items to be reported on by the Building Committee. From the Geraldine Flat Committee, requesting that an addition be made to the school site. — It was decided to forward tho application to the proper quarter, attaching the Board's reommendation that it be granted. From the M»kikihi School Committee asking for some Bchool furniture ; also that an improvement be made m the supply of water to the school master's house. — It was agreed that the furniture be supplied ; the Committee to make tome suggestion to the Board about the water supply. From the Waituna Creek School Committee, stating that the late storms bad blown the school chimney down and done much damage to tho building.— The matter was left to the Chairman of the Board and the School Committee to deal with. From the Pleasant Point Bchool Committee requesting that certain additions be made to tho master's house. — Left to the Building Committee to report on. From tho Upper Waitohi Flat School Committee requesting that £9 13» be granted them for fencing and erecting gates on the new ground. — Application granted. From the Geraldine School Committee asking for a new bell, the old one having been cracked and rendered useless. — The Bey. Mr Barclay to report by next meeting. From the Burke s Pass School Committee stating that the money granted them by the Board had been expended most judiciously, but as the cost of improvements had exceeded the grant by £1, they asked for this additional sum. —Application acceded to, one or two members stating that from personal inspection they found a very great deal had been dono by the Committee with the sum allowed them. From the Hilton School Committee with reference to the water supply to the school. — Application referred back for more definite information. MISCBLWLKBOUB. In reply to Mr Gray, the Secretary said no word had yet been received from the Defence Department concerning the buildings used oa a school at Albury. By request of Mr Talbot, the Secretary was instructed to send a copy of the new scholarship regulations to the Timaru High. School Board of Governors. The Bey. Geo. Barclay, Mr Melvillo Gray, and Dr Anderson, the Board's Inspector, (with power to add to their number) were appointed the Scholarship Committee. The Chairman of the Board sanctioned the appointment of Mr Sinclair to the Otaio school, and Mr N. Muller to the Wfishdyke school, but held over for further reference the recommendation made re teacher for the Upper Waitohi Flat School. ACCOTOTS. Accounts amounting to £220 16s 3d were passed for payment. The Board adjourned at 3.10 p.m.
