(By Telegraph.) (HJOil OUR OWN COBBESPOUDENT.) Wbllixgtox, Sept. 13. Matters are not yet by any meana settled, m spite of the Bailway Estimate: being disposed of so far. Tlie Canterbury and Westland members are intensely savage with Ministers for refusing to make the East and West Coast Railway vote a Ministerial question. If this had been done they would not hare cared had the Ministry gone out, because they reckoned on a period of chaos Buperrening, when they expected to command their own terms ultimately from one or other of the contending parties. So they are angry and gloomy, and other members whose pet lines have been stinted or cut out, are also vexed and quarrelsome, all agreeing only m one thing, that Government is to blame, and aught to hare managed things better. An immense amount of discontent and rebellion is now settling m the House, and a disturbance might break out at any time. 11ns is still on the cards even as regards the Cabinet itself. It was said yesterday that peace had been made among the combatant Ministers, but to-day it is whispered that the Cabinet is not even yet a happy family, and that disintegration is not a very remote possibility. Meanwhile the Government mean to strain every energy to finish the session this ireek, but what with the San Francisco serrice, Sir J. Yogel's petition, the Seddon case, the rest of the Public Works Estimates, and the Supplementary Estimates to dispose of, it is clear there are plenty of available battle Selds, did the Opposition seek one. If so, fou need not be surprised at anything that may turn up, however suddenly. The one surprising thing will be, if the session concludes without any more fights. I underitand the Government will drop everything they possibly can so as to savo time and get rid of members with all possible speed.
