A letter has been published from Earl Granville to the effect that the statement recently made that a settlement had been arrived at between England and Russia was incorrect. The question of the Afghan frontier delimitation is still the eubject of negotiation between the two countries. Paris, Jane 1. A decree has been issued forbidding the use of flags by Communists at funerals m the city.
