A semi-official journal published at St. Petersburg, states that Mr Gladstone's recent declarations regarding the AngloRussian situation had cleared the ground for parleying of a pacific character. (Special to the Press Association.) (Received 1 a.m., March 21st.) London, March 20. Government have suggested to the Hon. W. B. Dalley, of New South Wales, that there should be no conditions attached to the despatch of troops for the Soudan, but that they should be subject to the Imperial military laws.
