Ferry, the French Premier and Foreign Minister, to the English Government on the subject of the recidiviste question. M. Ferry reaffirms the opinion of his Government that the question of the transport of criminals is a matter o£ internal policy alone, and m no way concerns any foreign pon-'jr. Sir William V. 'Harcoort, tlvs Home Secretary, addressed hi 3 coustiluants at Derby last evening. In the course of his speech he took occasion to say that he entirely disagreed with the opinion expressed by Lord l^osobery at Dundee, that the Government inimifestel a want of interest m colonial affairs.
