Lngour, the French Foreign Minister, at which he mada a proposal for peace, and a full settlement of the Franco-Chineße difficulty, on the basis of the adoption of Tonquin as a neutral zone. It is understood that the proposals were favorably received by the Foreign Minister. Admiral Pierre, lately commander of the French naval forces at Madagascar, has arrived at Marseilles, seriously ill, and it it feared his condition is hopeless.
