Adj person passing through the township of Wincheeter, cannot fail to notice the di'graceful ilata of the footpaths and roads throughout our principal thoroughfares. They are a disgrace to any Road Bonrd. Attention has been repeatedly called to it, to the Overseer and members of the Board. Where does the fault lie P Is the present Overseer unable to lay out bis duties or does he ignore the Board's order*. I hare personally been to a great deal of trouble to try and get the work done. The Overseer says apply to the Board. Several members of the Board said, " Oh, this is not my part of the district; see Mr Barker." I saw Mr Barker. He cays apply to the Board. Is nob this absurd when the district is not divided into warde? Mr Bmith and I attended the Board last Board day, and give a deiciiption of the work necaisary to be done at Winchester and that part of the district. The Board considered the matter, and we left perfectly satisfied with the Board's assurance that immediate requirements should bs seen to, and the Overseer to report. I have been informed the Overteer was instructed to see to this work, and to ace me about it. He has been through the place, but did not call on me. There is something wrong somewhere, and it is only right the ratepayers should know. Has the Overseer no power to spend a few shillings to repair dangerous places without dragging persons to the Board at a loss of time and expense ? I was m hopes that the severe shaking one of our Board members (Mr Barker) received on bis way to the Road Board through Winchetter last Board day would have had the deeircd effect. Mr Mr Barker admitted that this place was dangerous, and yet it is not seen to although it would not cost ten shillioga to repair. There has been several very narrow escapes of an accident at tlio same place, and it is not yet repaired. If any accident occure through the neglect of the overseer the. ratepapers should not be responsible. I am, &c , J. A. Youkg.
