TEMUKA ROAD BOARD

Tno usual monthly meeting of the Temuka Hoatl Board was held m the office, Temuka, on Tuesday last. Present Messrs J. Talbot (Chairman), J. Austin, K. A. Barker, M. Quinn,and J. Palcivou. Tho minutes of the previous meeting were read and confirmed. DEPUTATIONS. Mr W. Storey attended and askod the Board to have tho footpath on the Main South Road, from Mr Henry's roaidenc* to the Wesloyan Church Bhingled m certain places ; nUo that a footbridge be orocted over the drain m Vine street. — The requests were granted. Mr Dunn waited on the Board and roquested thorn to allow him a reasonable sum for extra lator on tho Mill road contract. — Tho Survejor woo instructed to assess tbe came. Messrs Hopkinson and Gibbs attended m reference to their cluim for extra work done at the Kakahu Ford. This claim had been boforo tho Board at the previous meeting, when it was arranged that Mr Mrason should be asked to examine the work, compare tho •amo with the specifications and render a report thereon. Mr Meason'a report was now read to the effect that he had made an investigation and was of opinion that the claim should not be allowed. —Die Board accepted tho report end refuted the claim. Mr F. H. OldfMd waited upon the Board, offering to allow tho use of the track along hid land st Milford, and also offering an acre of land for road purposes for £18, if the Board would fence 43 chains alongside the river bank. — Tho offer* were not entertained. Messrs Young and Smith waited on the Board m referenoeto the making of footpaths and water ohannels at Winchester, also the road to the railway, and for » concrete kerb-

' Mr W. Ackroyd applied for permission to . erect a gate on an unused road at Milford.— The request wai granted. Mr Kay attended, asking for componeatbn for damage dono to hii fences by cutting embanktr.orit.— The Board granted the sum of £2 5«. Messrs Mathews and Whito applied for a few dram pipes to be granted them.— Granted, subject to ths approvul of the Surveyor. Messrs Qibbs Bros., attended, stating that they had ccmplotod their contract at Rangitata, m accordance aa far as th*y had been able with the specifications, but that the Surveyor had refusod to pass the wort. The Board decided that tho work would havo to ba carried out according to the specifications. Mr Guild applied through Mr Austin, for permission to lake surplus soil from tho ditch at Trevenna. — The application was referred to the Surveyor. Mr J. Paterson asked for the drain on the upper fide of tho Canal road to be cleared out.— Granted. COD.RBSFONDEKCE. The following correspondence was dealt with: — From Mr Samuel Breadley, requesting the Board to lift tho culvert and make an open drain near hi* property at Orjri • also to deepen the ditches, m order to carry off the surface water lying near tho hotfl. lie offered to lift the culvert, tako tho old tiuiber and do tho work for the sum of £3 10.'.— The Surveyor was instructed to cumins Iho place and inform Mr Breadley of the circumstances under which the drum was made, ond offer him £2 to do tho work uuder Iho Overseer's supervision. From Mr Counihan, contactor, for work on tho Waitohi road, ttating that, ho had been informed bj tho Surveyor lie thould udviso the Board to inflict a penalty f or the contract not being completed within tho time allowed. Mr Couuiban adruilted tint the time had etipsed, but the weather lr\d prevented tliß work being completed — The Board comidered the explanation satisfactory and deoided not to inflict tie penally m this CJB?. From Mr Bolton, stating he had prepared a quantity of poisoned wheat for the Board, but owing to the ratepayers of the distiict not calling for tho samo it had become quite uselo<s, »nd lhat ho had shown the wheat to n member of the Boini, who had aulhoriaed him to destroy it. — Resolved — " That the matter stand over for the present, and that m futiiro no wheat bo prepurod before ordered." From Mr J. Brown, drawing tho attention of tho Boird to the g'uto of the roada near his rcsidonce, which required shingling. — The Overseer was directed to report by nrxt mcetii'g. From Messrs Burnett, Wheelband, and otherp, statin* that tho accommodation road leading from the Main Soutli Road required raising and shingling.— This road was dealt with m considering Mr Brown's letter. From Mr E. Brown, etitin* that Studholme street wai almost inipwable, the middle of the road being quito hollow, causing the water to lie, and asked ths B->ard to shingle it for a distance of 13 chain?.— Deferro.l for the Surveyor to report on. From Mr J. Holwe'l, stating tint tho drain on the road-sido near the Kakahu river required clear ng, as damage was done to his paddock through the backing up of tbo water. — The Surveyor was directed to inspect the place and report. From Mr Hullon, asking the Bourd to clean the ditch running alongside section 16512, Waitohi. — The Surveyor waj directed to attend to the complaint. From the Clerk to the Levels Road Board, acknowledging receipt of account for £124 6s lid, for work done by the Temuka Road Board at the Opihi bridge, asking fur payment of half the amount, and stating that the Levels Road Board did not consider they were liable for anything beyond what wbb agreed upon bj the Chairman of the Levels Boßrrl, and referred to letters from the Levels Board of 30th December and Bth March, 1882.— The Clerk was inelructod to send an amended account. From Mr W. Postlctbwaite, M.H.R., enclosing copy of a resolution and asking the Chairman to lay it beforo tho Boar.l, as Captain Butter and himself thouaht it was a resolution that would cinmond itself to oil local bodies. Jhe resolution rum as follow? : — "That all properties m the colony for which Ihe owners cannot bo found shall b? vested as an endowment m tho local bodies within the district m which they aro situated, with power to lea?o. That the Government bo requested to bring m a Bill to give effect to this resolution." — Resolved— " That the Bjard agrees with the resolution subject to amplo restrictions *> to leasing; that leases should bo annual ones, subject to owner paying for improvements." From the Clerk, Geraldine County Council, advising the posting of a copy of the Geraldino County electoral roll for tho Temuka riding. From Mr James Orr, giving notice- that he intended to apply for a slaughtering license for promises at Waitohi Flat.— Tho Clerk was instructed (o inform tho Gcraldino County Council that the Board had no objection to tho granting of tho license. From the Colonial Secretory, acknowledging receipt ;of tho Board's letter of 6th July, and, m compliance with tbo request contained therein, forwarding a copy of the petition for the constitution of Temuka as a borough under the Municipal Corporations Act 1876, together with a tracing showing tho boundaries of the proposed borough. After some discussion hud Ukeu place, Mr Barker proposed and Mr Talbot seconded — "That the Secretary to the Borough Committee be informed that the Board object to the proposed boundaries for the Borough of Temuki m tout it should follow the Temuka river from restrvo 820 to the eaitern corner of the Park, and that a sketch of tho alterations suggested be forwarded ; also, that the Government be informed that at least onehalf of tho petitioners' names are not on the ratepayers' roll. The Board, however, while pointing out these matters, do not wish to oppose the proposal to form the township into a borough." Tbo resolution being put to the vote, the mover aid seconder voted iv favor of it, and Mr Quinn against. Messrs Austin and Paterson declinod to vote. TENDBES. Tenders for contracts were then considered, the following bciog accepted : — Contract 64 — W. Hopkinson, £116 10s j Contract 70— F. PofT, £27 ; Contract 71— Clinch and Lloyd, £60; Contract 72— M. The Surveyor's report was then read as fallows : — " The works ordered lait Board day havo been executed and contracts let for small works. The contracts on hand have made fair progress, considtring the weather, except ono— Contraot 68, South Rangitati. Tho contractor left the work m a half finished state after working about eleven dayr, and when written to about the matter, has not thought fit to complete tame, which has stood since tho 25th of lavt month m ths present i state. "One of t.ho tenants of the Board's cottagfs left during tha month, and hiu left a lean-to, which he offers to the Board for £3. Some of the lenantß are two months m arrears for rent. I want instructions what to do m the matter. "Mr Deßenzy waited on thn Board some time ago about the matter of the fWuihi river breaking into the creek. I havo since visited the place, and would recommend that Ihe river bo kept to it s own bed, as it will do a deal of damage m time, and may not be co esjily remedied as at present. " (Signed) P. "That the swamp drains requiring cleaning ont be specified." " That Mr Guild's offer be accepted." " That £1 10s be offerod to the Me tenant for lean-to." " That m future the p:nalty prescribed m tho specifications for contracts not being completed m the time allowed, etc., be strictly enforced." " That tho County Council be requested to take over tho maintenance of the Temuka and Opihi bridges." ACCOUNTS. Accounts to tho amouat of £340 were posjeJ for f.aymtnt, and the meeting then adjourned.
