LOTTERIES ACT.

The following are th.c important clauses of the Bill introduced "into, the Legislative Council by the Hon. Mr Hall to prevent Lotteries aod to regulate Art Unions: — LOTTERIES. (2.) If any person, establish, commence, or be ii partner m any scheme by which prizes, whether of moi;ey or of any other matter or thing, are drawn for, thrown or competed for, by lut, dice, or any othor mode of chanc, or ?<.■:! t ir dispose of any tickets or other means by n hjch permission or authority is gained or eiren to nny person to throw for, compete, or hare any interest m any such lottery or scheme, errry such person, and any person who shall manage or conduct, or assist m mnnaninj or conducting, any such lottery or scheme, shall for every such offonco forfeit and i»<y a sum not exceeding two hundred pounds, to be recovered m a summary way before two Justices of the Peace, and for any second offence, besides such penalty, shall be liable to imprisonment for any term not ex^ ceeding six months. (5) The term " Art Union " means any vo'untury association which hns been or may hereafter be formed m any part of New Zealand for the purchase of paintings, drawings, sculpture, or other works of art to bo afterwards allotted and distributed by ehince or olbenviso among the several members, subscribers, or contributors forming part of such association, or for raising sums of money by subscription or contribution to be allotted and distributed by chance or otherwise as prizes amongst the members, subscribers, or contributors fo.-miug part of such association, on the condition, nevertheless, that such sums of money so allotted »nd distribute] be expended solely and entirely m the purchase of paintings, drawings, sculpture., or other works of nrt. (6.) Tho second and third sections of this Act shall not apply to any Art Union as hereinbeiore defined : Provided that no association shall be deemed to bo an Art Union unlesi the deed of partnership or other instrument or instrumtnte constituting such association, and the rules and regulations relating to the proceedings of such association, shall ha Ye first been submitted to the consideration and bo approved of by her Majesty's Attorney. General for the colony, aud a copy thereof, duly certified by the said Attorney General, have been deposited m the Colonial Secretary* office. (7.) In every deed or instrument constituting any Art Union there shall b« inserted s clause that it ehall be lawful for the Governor m Council, whenever it shall appear Miat any Art Union has ceased to be un Art Union within the meaning and for the purposes of I this Act, to annul the deed or instrument of association under which Buch Art Union shall have been constituted, so far as relates to tho powers of allotment, disposal , or distribution aforesaid. (8 ) From and after the date of the publication m tho New Zealand Gazette of an Order m Council annulling for tho purposes aforesaid any deed or instrument of association, the Art Union whose deed or instrument of association shall have been co annulled shall cense to be un Art Union within the meaning of this Act.
