Tribe Tyler Robert Forrest James Collins Gcorgu Buchanan Gentlemen — I beg to thank you for the requisition sent me, and have great pleasure m complying with your request that I should be nominated as a candidate to represent the Waimate District m the coming Provincial Council. As an old Member of the Council I know it is too often the complaint of outlying districts thai their wants and interests are either neglected or entirely ignored by the Provincial Government. 1 see no reason why they cannot devise a scheme for appropriating to every part of the Province a fair share of the revenue, and will be prepared to support such a measure. The Road Boards would m time, I think, work with advantage to the country districts, but if they are expected to progress and prosper, the main roads should be first made and completed at the sole cost of the Government, and the grants voted paid by regular instalments, m place of being witheld or doled out as at present. Large public works, such as railways, bridges, and harbour works, should be provided for almost entirely out of loans, with some slight alterations, such as confining the expenditure strictly to certain works, and giving also a lien on the works carried out. I think our present debentures could be made saleable at such a discount as would still make the yearly interest payable a reasonable one. As a future resident, and having property m your district, should you do me the honor to return me your member, you may rely at all times on my best exertions being used to further your local interests and those of the Province generally. Gentlemen, — I have the honour to inform you that it is my intention to offer myself at the ensuing election as a candidate for the office of Superintendent of this province. I give this early notice, m the hope that you may be induced to abstain from giving pledges to any candidate until you have heard the views of each upon the important questions now discussed as matters of general and local policy. At an early date I will do myself the honour of requesting your attendance at Christchurch, Timaru, Lyttelton, Kaiapoi, Akaroa, and Hokitika, for the purpose of giving you, m detail, my views upon those questions.
