NEW PROVINCES ACT.

I A Bill intituled an Act for Limiting the Operation of the New Provinces Act 1858. Be it enacted by the General Assembly of New Zealand m Parliament assembled and by the authority of the same as follows : — I. The short title of this Act shall be "The New Provinces Act Limitation Act 18G5." 11. The Governor shall not establish any new province within the colony under the provisions of "The New Provinces Act 1858" until after the expiration of six calendar mouths from the passing of this Act. 111. If the Superintendent and Provincial Council of any province shall by Act«ox Ordinance duly made m that behalf make or shall have made provisiou to the satisfaction of the Governor m Council for the construction repairs maintenance and management of roads bridges ferries streets drains and other public works within such province or the settled portions thereof and for constituting convenient districts for such purposes and shall by such Act or or by any other Act or Ordinance to Ibe made m <that behalf make provision to the 1 satisfaction of the Governor m Council for the appropriation year by year of at least [one-fourth part of the net territorial revenue accruing to such province within the limits of each district after payment of all charges for the time being payable by law towards the coustruction repairs maintenance and management of roads bridges ferries and other public works within such district then and as soou thereafter as conveniently can be the Governor may and he is hereby required by Proclamation m manner hereafter mentioned to declare that such provision has been made to his satisfaction and he may and is hereby required to publish such Proclamation m the Government " Gazette" of the colony and also of the province to which the same shall relate. IV. It shall be lawful for the Superintendent and Provincial Council of Provinces respectively to make and pass Acts and Ordinances for appropriating such proportion of net territorial revenue as aforesaid provided that every such Act or Ordinance be reserved for the Governor's assent. V. After such proclamation so made and published as aforesaid no part of any province to which such proclamation shall relate shall be constituted as or as part of a new province uuder the provisions of the said "New Provinces ! Act 1858." A libel case of a novel character has just been tried by the Correctional Tribunal of Auxerre. A rich man, aged 69, whose name the local journals veil under the initial L , was simultaneously prosecuted, and sued m a civil action, for having by anonymous letters and placards endeavoured to damage the character of two young girls, m order to throw them out of work and so get them into his power. The Correctional Tribunal found that he was guilty, and sentenced him to a year's imprisonment, and to pay 6000fr. j damages to the girls. I
