(PER PHESS ASSOCIATION.) . Wellington, August 8. At the Educational Conference to-day Dr Newman brought up the report of the committee who urged the Conference to request the Minister of Education to reintroduce the Manual and Elementary Instruction Bill of '92 with' a view to its being passed this session; also that the regulations be amended so as to make provision for the Kindergarten method of teaching, and also that the Conference request that the Minister be requested to take steps to enable Boards to make provision for Evening Continuation Schools and that capitation for pupils attending be provided by legislation. The resolution in its entirety was agreed to. Mr Bridge moved that building grants Bhould be distributed on a more satisfactory basis, especially in new districts, than obtained at present. This was agreed to. A series of resolutions by the Rev. Barclay, who urged that a new text book was required on political or social .economy, ethics and morality were rejected, The Conference intend to interview Mr Reeves to-morrow i*«his old Bill, but virtually the Conference is concluded. - ' ' Later. At the Education Conference a resolution was carried, "that an amendment be made in the School Committee Elections Act so as to provide that no one under 21 years of age should be allowed to vote at the school committee elections.
