THE HOME RULE BILL.
IRELAND'S FINANCIAL CONTRIBUTIJN. (by cable—press association ) London, July 15. In the House of Commons, on the Home Rule Bill, Sir W. Harcouvt, Chancellor of tho Exchequer, stated that it had been arranged tliat Ireland's contribution should be £1,800,000 to tho exchequer. Mr Sexton said this implied that the military aud police expenditure would be increased if Home Rule woro rejected. Mr Goschen commented upon the significance of tho admission. Sir George Russell declared that if the Bill passed, there would bo no surplus, and Ulster would bo refused a farthing assistance. Mr Sexton's remark, ho considered, indicated that tho Irish leaders woro sitting on a safety valve of crime.
